Prospectiva estratégica de la Armada Nacional en el Caribe con base en el fallo de la corte internacional de justicia Colombia vs. Nicaragua (abril de 2022)

Abstract

Colombia enfrenta una problemática en el Caribe occidental, consecuencia de las demandas presentadas por Nicaragua ante la Corte Internacional de Justicia, a través de la Armada Nacional debe anticiparse y prepararse a los eventos que surjan de estos fallos. La metodología prospectiva permite visualizar los posibles escenarios que se generen como consecuencia; el presente artículo busca dar al lector una visión preliminar y para ello se aplica el análisis estructural de variables mediante el método de Matriz de Impacto Cruzado - Multiplicación Aplicada a una Clasificación (MIC-MAC). El resultado permiteidentificar las diversas situaciones que la Armada Nacional, como institución de primer orden nacional,debe considerar para orientar sus capacidades al cumplimiento del mandato constitucional para la defensa de la soberanía y la integridad territorial. En tal sentido la Armada Nacional, a través de la Estrategia Pentagonal, debe enfocar sus esfuerzos operacionales en el Caribe occidental colombiano al cumplimiento de su misión (tomado del texto).

Colombia is facing a dispute in the Western Caribbean Sea due to the demands presented to the International Court of Justice (ICJ) by Nicaragua. Consequently, the Colombian Navy must be prepared to any potential event that might surge from the decisions made by the ICJ. The prospective methodology allows the visualizations of the possible scenarios that can arise from this issue; this article aims to give to the reader a preliminary vision to do so, it applies the structural analysis of variables known as the Matrix of Cross Impact – Multiplication Applied to a Classification (MIC–MAC). The result allows the identification of several situations that the Colombian Navy, through its first national order institutions, must consider to guide the efforts to accomplish the constitutional mandate to defend the sovereignty and the territorial integrity. In this sense, the Colombian Navy, through its pentagonal strategy, must focus its activities in the Colombian Caribbean for the achievement of its mission (tomado del texto).
