Diplomacia del Ciberespacio: reto en la Geopolítica Colombiana frente a la transformación del entorno global (2009-2024)

Abstract

Este artículo analizó la ciberdiplomacia colombiana como desafío decisivo en la geopolítica entre 2009 y 2024. El objetivo consistió en examinar el desarrollo del Estado respecto a la diplomacia ciberespacial, junto con sus implicaciones en la evolución del contexto global. Para esto se empleó una metodología cualitativa, basada en la teoría fundamentada, con exploración documental y análisis bibliométrico de fuentes académicas. Esta investigación identificó los principales retos en el dominio, así como las iniciativas y limitaciones en Colombia respecto a la formulación de estrategias y políticas para el control de sus fronteras cibernéticas. Los resultados expusieron un progreso en normativas y cooperación internacional, aunque persisten brechas de coordinación con múltiples actores y tecnológicas. Se concluyó que Colombia debe consolidar su estrategia, contemplando la ciberdiplomacia como política de Estado, proyectando su liderazgo en la región y garantizando su soberanía ciberespacial, fortaleciendo el desarrollo tecnológico, la cooperación multilateral y la resiliencia social.

This article analyzed Colombian cyber diplomacy as a decisive challenge in geopolitics between 2009 and 2024. The objective was to examine the development of the State regarding cyber diplomacy, along with its implications for the evolution of the global context. A qualitative methodology based on grounded theory, with documentary exploration and bibliometric analysis of academic sources, was used. This research identified the main challenges in the field, as well as the initiatives and limitations in Colombia regarding the formulation of strategies and policies for the control of its cyber borders. The results showed progress in regulations and international cooperation, although gaps in coordination with multiple stakeholders and technologies persist. The conclusion was that Colombia must consolidate its strategy, considering cyber diplomacy as a State policy, projecting its leadership in the region and guaranteeing its cyber sovereignty, strengthening technological development, multilateral cooperation, and social resilience.
