Abstract

The Peasant Guards in Guaviare emerged as a community response to state abandonment and structural violence, becoming local forms of security and governance. These organizations are connected to historical processes of rural resistance, defending their territory and generating their own norms. In the absence of the State, they construct legitimate authority against armed and state actors. The National Army, when confronted with these forms of organization, finds its role as guarantor of security challenged. The guards operate in ambiguous terrain, neither legal nor illegal, which complicates their analysis. Their existence raises tensions with state institutions and highlights disputes over territorial control. Furthermore, their actions occur in contexts marked by illegal economies. Theoretically, they are linked to concepts of parallel governance and community security. These dynamics invite us to rethink the role of the State in peripheral areas. The Peasant Guards represent a key player in the construction of peace and territorial justice.

Las Guardias Campesinas en el Guaviare surgen como respuesta comunitaria al abandono estatal y la violencia estructural, convirtiéndose en formas locales de seguridad y gobernanza. Estas organizaciones se articulan a procesos históricos de resistencia rural, defendiendo el territorio y generando normas propias. En ausencia del Estado, construyen autoridad legítima frente a actores armados y estatales. El Ejército Nacional, al enfrentarse a estas formas de organización, ve cuestionado su rol como garante de seguridad. Las guardias se ubican en un terreno ambiguo, ni legales ni ilegales, lo que complejiza su análisis. Su existencia plantea tensiones con las instituciones estatales y evidencia disputas por el control territorial. Además, su accionar se da en contextos atravesados por economías ilegales. Desde lo teórico, se vinculan con conceptos de gobernanza paralela y seguridad comunitaria. Estas dinámicas invitan a repensar el papel del Estado en zonas periféricas. Las Guardias Campesinas representan un actor clave en la construcción de paz y justicia territorial.
