Evaluación de capacidades en el espectro hidroacústico, para la protección de volúmenes de interés estratégico (VIE) en los mares y costas de Colombia.

Abstract

Based on the CAPÂCITAS model, adopted by the Ministry of National Defense, for force planning, a capability gap has been identified in the protection of national maritime interests within the water column—spaces that represent approximately 25% of the national territory. Starting from this premise, an analysis is conducted to determine the strategic factors that would be affected by the adoption of a new capability in the hydroacoustic spectrum aimed at addressing the identified gap. Additionally, a georeferenced inventory of the Nation’s Critical Maritime Infrastructures (CMI) is developed, and the concept of the "Strategic Interest Volume" (SIV) is proposed. This concept incorporates the multidimensionality of the domain in which these infrastructures operate; then prioritizes their criticality and identifies the SIVs with the highest concentration of CMIs—and, therefore, the most vulnerable. The components of the capability required to close the existing gap are evaluated, and, based on an objective analysis grounded in oceanographic technical intelligence, the necessary quantities and distributions are determined in order to operationalize a potential capability to detect and classify underwater or surface contacts or threats through the exploitation of the hydroacoustic spectrum.
