Propuesta del Manual de Convivencia para los Alojamientos Militares de la Armada Nacional

Abstract

: Este estudio aborda la necesidad de estructurar lineamientos estratégicos para un manual de seguridad y convivencia en los Alojamientos Militares de la Armada Nacional, fundamentado en el control y administración del recurso humano. Desde la expedición de la Resolución 0781 de 2019, la Armada Nacional carece de directriz estratégica integral que regule efectivamente la convivencia, la seguridad interna y la administración del talento humano en los Alojamientos Militares. Esta ausencia afecta el bienestar de tripulantes y sus familias. El análisis se realizó bajo un enfoque Histórico-Humanístico-Administrativo-Operacional, identificando vacíos normativos, falencias en la gestión del talento humano, carencias de planeación documental y la necesidad de integrar la operatividad institucional con el bienestar del personal. Se concluye que es imperativo establecer lineamientos estratégicos claros y aplicables que permitan estructurar un manual de seguridad y convivencia funcional, adaptable y centrado en el ser humano. Esto fortalecerá la cohesión institucional.

This study addresses the need to structure strategic guidelines for a safety and coexistence manual in the National Navy's Military Accommodations, based on the control and management of human resources. Since the issuance of Resolution 0781 of 2019, the National Navy has lacked a comprehensive strategic guideline that effectively regulates coexistence, internal security, and human talent management in Military Accommodations. This absence affects the well-being of crew members and their families. The analysis was conducted using a Historical-Humanistic-Administrative-Operational approach, identifying regulatory gaps, shortcomings in human talent management, deficiencies in documentary planning, and the need to integrate institutional operations with personnel well-being. It is concluded that it is imperative to establish clear and applicable strategic guidelines that allow for the structure of a functional, adaptable, and human-centered safety and coexistence manual. This will strengthen institutional cohesion.
