Análisis MIMAC y Escenarios Futuros en Colombia Frente a las Negociaciones con El ELN

Abstract

Este trabajo exploró el proceso post acuerdo con las FARC en Colombia, destacando sus lecciones para futuros acuerdos de paz, como el potencial con el ELN. Desde 2016, el acuerdo con las FARC implementó un modelo de desarme escalonado, involucrando a diversos actores, pero enfrentó desafíos significativos, incluyendo el homicidio de excombatientes y el rearme de estructuras delictivas. Estos problemas resaltaron vacíos estatales en la implementación de los acuerdos y la necesidad de estrategias efectivas para la desmovilización y reintegración. La pregunta de investigación se centró en identificar variables estratégicas para el escenario post acuerdo con el ELN. La respuesta sugirió que la fragmentación ideológica, la violencia estructural y la geografía institucional son factores críticos a abordar. El estudio concluyó que la integración de teorías y enfoques multidimensionales es esencial para diseñar acuerdos de paz sostenibles que consideren tanto las raíces del conflicto como sus manifestaciones actuales.

This work explored the post-agreement process with the FARC in Colombia, highlighting its lessons for future peace agreements, such as the potential with the ELN. Since 2016, the agreement with the FARC implemented a phased disarmament model involving various actors but faced significant challenges, including the killing of ex-combatants and the rearming of criminal structures. These issues highlighted state gaps in the implementation of the agreements and the need for effective demobilization and reintegration strategies. The research question focused on identifying strategic variables for the post-agreement scenario with the ELN. The response suggested that ideological fragmentation, structural violence, and institutional geography are critical factors to address. The study concluded that integrating theories and multidimensional approaches is essential to designing sustainable peace agreements that consider both the roots of the conflict and its current manifestations.
