Postura política nacional frente a la Migración Irregular en el Darién y su Impacto en la Estrategia Nacional de Colombia

Abstract

La migración irregular a través del Tapón del Darién constituye un desafío estratégico para Colombia, por su magnitud creciente y su impacto en la seguridad, la política exterior y los derechos humanos. El objetivo de esta investigación fue analizar cómo la migración irregular en el Darién incide en la estrategia nacional de Colombia. Se desarrolló una investigación cualitativa mediante revisión bibliográfica y análisis documental de fuentes oficiales, académicas y de organismos internacionales. Los resultados muestran que el fenómeno es dinámico y multifactorial; que la divergencia entre las políticas de Colombia, orientadas a la integración, y Panamá, centradas en la contención, limita la cooperación binacional; y que la influencia de actores internacionales ha reforzado un enfoque securitista en la región. En conclusión, se sostiene que la postura política de Colombia, basada en la regularización y la protección humanitaria, fortalece su legitimidad internacional, pero requiere mayor capacidad institucional y cooperación regional.

Irregular migration through the Darién Gap constitutes a strategic challenge for Colombia, due to its growing magnitude and its impact on security, foreign policy, and human rights. The aim of this research was to analyze how irregular migration in the Darién affects Colombia’s national strategy. A qualitative methodology was applied through a bibliographic review and documentary analysis of official, academic, and international sources. Findings indicate that the phenomenon is dynamic and multifactorial; that the divergence between Colombia’s policies, oriented toward integration, and Panamá’s, focused on containment, has limited binational cooperation; and that the influence of international actors has reinforced a securitized approach in the region. In conclusion, it is argued that Colombia’s polítical stance, based on regularization and humanitarian protection, strengthens its international legitimacy but requires stronger institutional capacities and regional cooperation to ensure the sustainability and effectiveness of its national strategy.
